A historic artifact has brought construction at the Downtown Transit Center in San Luis Obispo to a halt. County officials believe the artifact is a piece of brick from the city’s Hall of Records from 1873. The artifact was discovered last month. Crews are now waiting until the city and the county decide on a plan of action.
