A large crowd gathered at San Luis Obispo’s Mission Plaza yesterday for a Black Lives Matter rally. The rally came one day after the San Luis Obispo City Council adopted a resolution declaring racism a public health emergency. But, County Public Health Officer Dr. Penny Borenstein said while she recognizes racism is an issue in the community and was open to dialog with the community, she was not ready to declare it a public health emergency.
