With a large number of San Luis Obispo residents sheltering at home, Mayor Heidi Harmon has been advocating a statewide moratorium on rent and mortgage payments during the COVID-19 pandemic. She brought the idea before the city council this week, wanting to send a resolution to Gov. Gavin Newsom. The proposed resolution failed to gain a majority vote from the city council.
