San Luis Obispo and Santa Barbara Counties remain in the least restrictive ‘Yellow Tier’. Restaurants, bars, tasting rooms, gyms, movie theaters, places of worship are all preparing for tomorrow. That’s when Governor Gavin Newsom says California will be fully reopened. On Friday he signed an executive order that lifts most of the state’s coronavirus rules but stopped short of ending the statewide declaration of emergency.
