Some residents living below the burn scar of the Alisal Fire have been evacuated. The Santa Barbara County Office of Emergency Services declared a local emergency on Friday that included an evacuation warning. With heavy rain expected in the area, that warning turned into an evacuation order that went into effect yesterday at noon.
