A Lompoc man accused of setting his dad on fire is incompetent to stand trial. That’s the ruling from a Santa Barbara County Superior Court judge. 40-year-old Joseph Garcia has been charged with murder. After three experts testified during a hearing this week, the judge said Garcia suffered from delusions and doubted he could rationally assist his lawyer in his defense. Criminal proceedings have been suspended.
