With election day less than a week away, San Luis Obispo and Santa Barbara County elections officials say they are seeing a low return in mail-in ballots. According to the San Luis Obispo County Clerk-Recorder’s office, only 16.6 percent of voters have returned their ballots. The number is similar in Santa Barbara County at roughly 18 percent. Some believe voters could be waiting until the November 8th deadline.
