A preliminary hearing for a man accused of vehicular manslaughter has been pushed back to November. Daniel Saligan Patricio has pleaded not guilty to charges related to the deaths of Matthew Chachere and Jennifer Besser in November last year. San Luis Obispo Police say they were walking their dog on Sacramento Drive when Saligan Patricio crashed, hitting the couple, a curb, a street sign, and part of a bridge. Investigators believe speed and distracted driving were factors in the fatal crash.
