A peeping prowler is behind bars. San Luis Obispo Police officers responded Monday night to a call about a prowler on Stafford Street. Residents of the home captured images of the man on a doorbell camera. According to the SLO P.D. press release, 49-year-old Keith Phillips was caught on video peeping through a partially open bathroom window while being lewd in public. His bail is set at 200,000 dollars.
