CHP investigators have identified the Driver of a fatal rollover accident. Authorities say 20-year-old Angel Melquiades Ramos was behind the wheel early Monday morning when the BMW he was driving left Creston Road at a high rate of speed, overturning several times. The crash ejected all three passengers. They were not wearing seat belts. One passenger from Santa Maria died in the crash. Melquiades Ramos is facing felony hit and run and vehicular manslaughter charges.
