City officials in Grover Beach are considering a mixed-use project that could bring a four-story building to the 400 block of West Grand Avenue. The project is in the earliest stages of development but if approved, could bring up to 22 two-bedroom apartments to the area. The proposed project would also include ground-floor commercial space while helping Grover Beach transform its image.
