An Orcutt wine bar owner and former San Luis Obispo police officer will not be facing any charges for violating stay-at-home orders. Kurt Hixenbaugh had posted his grievance against the public health orders on social media. His attorney, Jordan Cunningham, argued that keeping Hixenbaugh’s business open was protected under the First Amendment and served as a political protest against the governor’s orders that lumped Santa Barbara County into a larger region.
