The Santa Barbara County Sheriff’s Office has identified the victim of a weekend hit-and-run accident in Orcutt. It happened early Sunday morning on Highway 135. Authorities say A preliminary investigation indicated 33-year-old Mark Rogers sustained fatal injuries after being struck by at least one vehicle. The driver, or drivers, fled the scene before deputies arrived. The investigation is ongoing.
