Residents up and down the Central Coast are cleaning up this morning following this weekend’s atmospheric rain event. Tens of thousands of people were without power. Downed trees and power lines forced a neighborhood in Arroyo Grande to shelter in place. Governor Gavin Newsom has declared a state of emergency for eight California counties, including San Luis Obispo and Santa Barbara Counties.
